What are their history and purpose?
In 1895 the War Department issued General Orders No. 46, which required commanders at every post to establish a post exchange “whenever possible.” Exchanges had two functions. First, to provide troops with goods that the government did not supply and to provide them with a method of reasonable leisure; and second, to give people “a means of improving themselves,” according to one historian.
It was a tall order, but the War Department’s Quartermaster General Montgomery C. Meigs believed that post exchanges should be “as nearly like a first-class city store as is practicable.”
During World War II mobilization, the War Department sought to improve its obsolete post-exchange system. Lt. Col. J. Edwin Grose, a military expert, and consultant to the U.S. Military Intelligence Board assessed that the United States would need to “turn into an operator of a large chain store system with worldwide branches” in order to adequately serve the needs of a major war effort after analyzing existing exchanges.
In April 1941, a group of five prominent department store executives backed this idea, proposing the formation of a central organization to manage exchange operations.
After 1945, the Shoppette concept began to take hold as the Army expanded post exchanges into self-service stores. The first self-service store was opened at Fort Meade, Maryland in 1951. These smaller stores were intended to provide troops with quick and convenient access to necessities.
The Army continued to experiment with different types of Shoppette throughout the 1950s and 1960s. In 1966, the Army adopted the name Shoppette for all of its self-service stores.
The modern army post exchange system includes both Shoppette and main store exchanges.
