What are their history and purpose?

In 1895 the War Department issued General Orders No. 46, which required commanders at every post to establish a post exchange “whenever possible.” Exchanges had two functions. First, to provide troops with goods that the government did not supply and to provide them with a method of reasonable leisure; and second, to give people “a means of improving themselves,” according to one historian.

It was a tall order, but the War Department’s Quartermaster General Montgomery C. Meigs believed that post exchanges should be “as nearly like a first-class city store as is practicable.”
