The story of Jordan Creek mall
In 1995, Art Wittern’s family proposed a “Village at Oakbrook” for the city of West Des Moines on the 200-acre site that Art Wittern owned at 74th Street (later named Jordan Creek Parkway) and E.P. True Parkway. Originally, it was to consist of 1,200,000 square feet (110,000 m2) of retail space and include a hotel. However, the city was in the midst of an economic recession, and the project was scaled back to 780,000 square feet (72,000 m2). The city council approved the rezoning of the development in 1996.
In 1999, after the success of Coral Ridge Mall in eastern Iowa 1998, General Growth Properties chose the Wittern site for its planned “town center” concept. It meant a change in the project, with more upscale stores and restaurants. The name was also changed to Jordan Creek Town Center.
In May 2000, the developer of Jordan Creek Town Center, United Development Company, revealed its intentions. The city of West Des Moines was sued by two existing malls in the region— Merle Hay Mall and Valley West Mall — over using public funds from tax increment financing to make improvements around the mall.
After this deal was solved, construction on the site began in June 2001. The first phase of stores and restaurants, as well as a 16-screen cinema, opened in March 2004. A second expansion, which added a lifestyle center with upscale shops and restaurants, was completed in August 2006.
In May 2007, Iowa State University economists David Swenson and Liesl Eathington published research showing that retail sales in West Des Moines’s Dallas County portion had grown by over $310 million, or 503.7 percent, during Jordan Creek’s first two years of operation.
While Des Moines saw a 9.7 percent decrease in housing permits, the city of Urbandale saw an increase of 611 units (10.6 percent). As noted previously, sales in the Polk County portion of West Des Moines decreased by $22 million (2.4%). Dallas’ smaller cities also experienced declines in retail sales during this time period.
